Is this 1 damage to all units at a planet or 1 damage split any way i want it among all units at the planet?
Each player assigns 1 damage split any way they want it among their own units. So if I have two units at the planet and my opponent has one, I can use the Kannon to deal 1 damage to his unit, as well as one of my units (which I pick). If my opponent has more than one unit at the planet, he gets to choose which will take the damage.

If there is only one enemy unit at the target planet and none of mine. Can I still use it?
Yes. You are targeting a planet, not any units. You are still dealing 1 damage among the units you control there: none.
So question: can I use Ork Kannon to target a planet where no combat is going one? Example: If the warlords are at planets two and three could I fire a Kannon at planets three or four?
Yes, absolutely. All that "Combat Action" means is that it can only be initiated during the combat phase, and it doesn't state any other restrictions. (The trick is to follow abilities literally and don't assume restrictions that aren't stated.)
What happens when the only available target is a standing Blood Angels Veterans? Its ability reduces every assigned damage, but Ork Kannon's damage is dealt not assigned. Or do I miss something trivial?
When you "deal" damage with an effect, you initiate the whole damage dealing process: assign, shielding, dealing.
One of the fantastic Ork support card, this and Tellyporta Pad are my most favourite Ork cards.

Situational. In my experience can be useless or awesome. But solid support overall.
I discovered the importance of this support with Zogwort. Pretty amazing. Can deal with flying troops, librarians or other things hard to remove and at the same time Runtherders, and Weirdboy Stikk gain a lot of value. Excellent.

I am new to card games like this so excuse my stupidity, I thought this card did 1 damage to each unit at target planet. Thanks to above comments and reading it more carefully I see how it works now.
What you are describing is Area of effect.
I love what this card implies. So there's a reneissance-style cannon, standing in your HQ (wherever that may be), firing into space and hitting whatever planet your aiming at well enough to actually hit at least someone? Conquest is really bad for suspension of disbelief
Fluffwise a lot of this game doesn't make sense. Someone should write a series of articles about it with some suitably catchy lore-referenced title.
Its just a matter of interpretation. You may have an army of kannons when you deploy this support, ready to fight at each planet of the sector. Using it means that you have a kannon ready to shoot in your chosen planet at the right moment.
It may also mean that we're still too far behind the times to understand Orkish logic.
Another excellent card for a mediocre deck/strategy.
