After staring long and hard at this guy, I feel like he's a variant of the Rogue Trader. Caps equally well, costs the same, can actually fight. Won't give short-term econ benefits, but I can see that "Sac-for-two-resources" usually happen around the time when a Rogue Trader'd start becoming redundant, anyways.
Auto-include Chaos Army for Chaos decks, as with many of the 1 drops a 4/5 from me.
solid card, no reason to not put it in a chaos deck
