Very solid sub-commander. 4/5 because Chaos is very much able to destroy units and thus gain "free resources".
Does his reaction works when he is tapper
His reaction works even when he is tapped. I don't know if it will work if he is a tapper.
Unless stated otherwise, triggered abilities work while exhausted.
Note that if a triggered ability included Exhausting the card as part of the cost, they wouldn't work with an exhausted card.
For example, you can't trigger Alaitoc Shrine when Alaitoc Shrine is exhausted
