This card is horribly over-costed/under-statted. The ability is situational, and even if you get a use out of it, it's like a weaker BAV effect. It's sad that this isn't a 2 cost unit, or doesn't have more HP/Attack, especially given that Maksim himself is a rubbish fighter. If this unit was decent Maksim would be much more viable.
Maybe there is an abuse with some support cards. Technically, pitching a support card at this tank is a 3 shielder, which some people value as an automatic 5/5 here.
I think it falls into the category of stuff that probably seemed decent against decks like the old Kith and Cato with their 2-4 attack hitters and 1-4 HP. Against the modern stuff that is both harder to kill and hits much harder, this unit is often almost irrelevant.
With higher attack it would have been interesting as there'd be an incentive to try and kill it and it'd be worth using those Supports to protect it. Likewise, if it had had much higher HP, atleast it might be able to hold out and try and solo a planet (against non-elites), and if it was cheaper it might have had efficiency going for it, but it's none of these things :/
It's basically an interesting ability, but on a unit that is too weak for it to matter. And as it's a Vehicle, it's not like you can give it an Ion Rifle or something to makes use of its (theoretical) tankiness.
+1 attack would have made this card ok, +2 attack would have made it good. +2 attack and +1 HP would have made it as good as Anxious Infantry Platoon.
The only use I can think of is the bluffing factor, meaning does your opponent want to waste an attack that does less than 6 damage on an unit that can potentially shield for 4? Unfortunately due to its lousy 2 ATK it's often left alone until the end regardless.
You gotta run Catachan Outpost, and you will run Refuge anyway, so this already can get an HP boost.
Maybe this is not the tank you want to run in a swarm, but as a single sturdy attacker.
It does feel like there are some disconnects in this cycle. Some cards are designed to be strong in the meta that existed before the Necrons box changed everything.
I kinda wish this card had a stat line more in line with a Leman Russ and a cost to match. If Maksim's Squad had been a 5 or 6 cost Elite that would have been very interesting. It feels strange that a tank has such a low stat line, and giving Maksim an Elite as a Sig Squad would have been a cool twist on the status quo.
