All combat turns during the ranged skirmish must be ranged combat turns, therefore only Ranged units are allowed to be used if Outflank'em was used on a ranged combat turn.

Historically the Kommandos and Koptas could outflank in the minis game.
Different breeds of Orks have different characteristics. While a Goff or Evil Sunz warlord will probably just throw their armies head first into the enemy, a Blood Axe warlord would use stealth or other cunning tactics to pick apart his opponent. It's my hope that we eventually get a Blood Axe warlord so we can see that side of Ork warfare.
Thematically the Blood Axes are the clan most likely to work with the human settlements as mercenaries (and have a history of doing so), which explains their placement on the alignment wheel.
It allows the Ork player to immediately throw another body into the fray. I'm thinking that this "outflank" and "cunnin' manoova" largely consists of some Orks running a bit faster at the enemy, maybe on a slight angle
Although Old School Stormboyz and Blood Axes did indeed have a pretty decent grasp of actual tactics by Ork standards!
