An amazing unit if you have some infestation cards. You see it in your hand and think... pay 1 resource for a 2/1 unit without command at planet 4 or 5, useless thing... But you pay anyway, and then you realize this is a pain in the ass for the opponent and very versatile fighter. Surprisingly good.

I still don't quite get how these guys are supposed to work. Obviously good that you can pop them down and then jump in as a sneaky attack on an infested planet, but the lack of Command always makes me think they need Promoting to make it worth them sitting down the line out of harm's way. What am I missing?

Effectively they serve as sentinel to guard command units at infested planets while presenting a threat at infested first planet.  Not as powerful as Boss Zugnog or Tellyporta Pad, but same idea and with a different flavor as it is not limited to first planet but is limited by infestation. The possibility of the threat requires opponent to assess additional risk when considering sniping and can lead them overcommit to P1 thus reducing command and/or trick resources.  Ambush in many cases is more powerful but is limited in that it can occur only once while this move effect can be used over a series of rounds and sometimes the visible threat is more powerful.

When assessing their value, given their low cost, consider the cumulative effect with not just one of these on the board but 2 or possibly 3.

It's hard to fit them into Omega right now. If i run them i need to run Promotion as well.

The space is so tight that I have to consider to even include Regeneration , next to Ymgarl Factor.
