The unique trait is the only thing stopping this from being a triple include.

Question: If my opponent has an Eldar Survivalist on a planet and wins the command struggle, is the Eldar Survivalist resource and draw counted as a bonus of the planet or is it a bonus on the unit that triggers win the command struggle is won? (I suppose the same goes for Rogue Trader or Void Pirate.)

"the...symbols modify the number of cards or resources that are granted by a planet"

 

So you'd lose those bonuses as well

Well, that and that its a 2 cost location to a faction that also has access to Twisted Lab and great events. Given the space limitations, I'd say its a x1 anyway.

I love this card, Dark Eldar will wreck Command struggles against players by just denying them cards. Makes the pirates and Survivalist near on useless.

In a pure choke I think you could justify x2 or x3. When going hard card choke you tend to go for all the card draw planets anyway so you have more cards than you can afford to play (whilst hopefully your opponent has resources but only 2 cards per turn to play). When taking that approach a couple of dead cards aren't a huge deal, but cancelling out his attempt to gain 4 cards instead of 2 by sending his warlord to the 2 draw planet is huge.

On practice, x1 to x3 have their role in different sorts of decks. Its so strong in its choke benefit and tactical implications that is centered around denying card draw and discard effects will benefit from x3. At present though, the card pool can't get chokey enough, so I think x1-2 for now.

Fantastic card, much like Catachan Outpost is Ion Rifle in a Support card I feel this card is Nullify in a Support card.

 

All of the previous mentioned cards are great and so is this one. For sure 2x inclusion for pretty much any Dark Eldar deck. 4/5 for sure.

 

One could include a full triad of this card but I do feel that it's important to also value it's effect by cost. It essentially removes Command from a single planet with a multitude of units but does not grand you an advantage in the Resource war or actually play a huge role in the Combat war.

 

While even in the lategame its good to recieve more resources as your opponent I feel it's less of a huge impact to negate (half) your opponent's resources at that time. It's overall results will varrey depending on how many of the following planets are in your initial five: Barlus, Elouith, Osus IV and Ferrin.

Void pirate boosts the bonus of the planet so the palace stops all cards on that planet including the void pirate bonus.

It's a very powerful card.

Play the Pirate in a planet of 2 resources, and the Roguetrader in a planet of 2 cards if possible. Or just aim at 1 card + 1 resource planets.

I had no idea this stopped pirate/trader bonus as well. That's very nice to know.

This card should be limited 

Eh, its already Unique and has no shields. What they should do is add another DE Support worth taking, and then x3 wouldn't be such a no brainer.

 

We'd also need to see other factions gain power more, of coruse.

Agree, though my comment from December 2015 has come true from a different direction. Now Kith/chaos elite decks are a thing, it competes deck space with the elite-centred cards like backlash and STC fragment. Assuming you still take 3x Archon's Terror and 3x Klaivex, room rapidly runs short and the pool of Promise to Glory, Gut and Pillage and Archon's Palace all clamour for your attention.

 

Essentially, growing numbers of options make this card a non-automatic include now. Its still one of the best cards in the game, but it is slightly less obligatory than Klaivex, Terror or Promotion.
