Nice card, much better than that doombolt, now.... if only its a double shield
You have to exhaust your warlord in deploy phase so you will lose command straggle at one more planet - it's not so nice, and enemy can decide who will get all the dmg and keep most important units undamaged and alive. I'm sure most of the time it will deal 4-5 dmg indirect dmg for 2 mana and exhaust... I'm not sure if it's worth it ( you can cast firestorm and hit with warlord for direct damage for same cost) and if you let enemy to have 10-15 units on the board I don't think this card is going to help you at that point.
Combos nicely with Doombolt if the opponent decides to put all the damage on a big Ork unit.
Exhausting during deploy is not good though, so I think Zolombo is probably right for now.
I think what you're discounting is, this comes along with everything else. So plaguebearers, warpstorm whatever else you have. Dealing 4 (like you wouldn't do it for less right?)-7 damage in the deploy phase, followed by plaguebearers, firestorm, plaguebeast, Ku'Gaths nurglings (if playing the plaguefather), it all adds up and this is why I think it's a good card. You can't just look at it out of context of what the deck can do.
The scaling effect for this card is awesome. Even if your opponent distributes damage to only a few units, it is a great way to check a large army right before committing your warlord to a planet. Having a Gleeful Plague Beast or Nurgling out will be a further disincentive for your opponent to send/move units to a particular planet. And with a Nurgling Bomb or Warpstorm, you can just keep dishing out the pain.
I see this as a very good option to layer on successive waves of widespread damage.
I think this card could have been really good with 2 Shields as Zarathur really is in need of it in order to even further progress his power.
Currently however I feel this card comes at quite the heavy cost for Chaos that allready isn't a very powerfull Command faction and does have damage in plentora.
However for Dark Eldar or Orks I find this card opens a very interesting alternative to look back at a Chaos allience again. The only issue here is that both AM and Eldar allready offer very powerfull units to either DE or Orks.

I think this card might actually be least suited to Zarathur, but an interesting play for Ku'gath, who stacks up the damage in little nibbles all over the place. A 2Hp unit becoming a 1HP unit is almost meaningless for Zarathur, but could be critical for Ku'gath, who also doesn't tend to hit in a worthwhile way in the first round of the first turn of combat anyway.
I reckon 0x for Zarathur, 1x for Ku'gath.
Re: Orks, I'd say you're right, there's too much needed from an AM alliance for this to be anywhere near the quality to change that. Re: DE, its a closer balance between alliances, but I don't see it especially synergising with DE. If anything, there's an anergy with the choke game, as the game board is normally "smaller", with fewer units on each side.
This card is one of the most insane board wipes in the game- but only if facing a certain number of Warlords.

Had it played against me for the first time yesterday, by a Ku'gath deck.
11 Indirect damage assigned to me. I put two on Cato. Then I put 9 on my Deathwing Guard that was at HQ, and killed it. Then I played Fall Back. Then I won the game.
It is wrongly named Cacophonic Chorus on here.
I have found that its not a good move if the opponent has a healthy warlord or a 4+HP unit on the board. The exhausting to kill a couple of units isn't worth it.
In fact, like Asklepios, last time it was used against me I put mostdamage on my warlord, shielded a couple, then won the game that turn by killing his already bloodied and knelt warlord.
