The wording is that each winner MAY CHOOSE to have all players skip the standing phase, so it essentially allows each player the option of activating this card effect that skips the standing phase. So if one player declines to use it and another does, it has still been used and the standing phase is skipped. Therefore, if any player chooses to skip, that is what happens.
