would that allow me to put a duplicate back onto a character?
Yes.
it's conceivable that some future Baratheon deck might not run this card but I just don't see it happening.
just insane
Yes.
Can Loyal Guard (WotN) be played as a duplicate from your discard pile with this plot? I'm not quite sure how to interpret "as if they were in your hand" in his case.
My gut would say yes he can. It says you may play them as if in your hand, and it says you may play him from your hand as a duplicate. If it said "put into play from your hand as a duplicate" I could see an issue, but since they both say play I don't think there should be any issue.

You can play any character in your discard as though it is in your hand. That means you can play dupes, refugess, loyal guards, any character. It works beause it's during marshalling phase which is the only phase you can play dupes
BOOK SPOILER...if the card - as I assume - shall reflect the Scheme of Burning Rattleshirt, not Mance, I would think it more reasonable if the card was a bit different (and it would be a bit less powerful as well^^)...
Came up at our meta last night and I looked it up; this card does not get around Fear of Winter (BtW). The language "as if they were in your hand" means that being in your discard pile is directly equivalent to being in your hand, and thus the restriction applies.

The restriction on refugees has just made this card a lot worse. It's odd that a bara only card features both stark and wildling characters in the artwork.

why is it restricted ant the other schemes not? there are alot of better house-x-only plot cards

It isn't restricted any more (it was in a previous FAQ and this has been reversed). I'd struggle to name a better house only plot though, imo this, Cersei's Scheme and To The Spears are all at the top.

nice. though i have another question: What about Night's Watch characters, which got the House Baratheon affilitation through the Wall (The Prize of the North)?

They don't have the Baratheon affiliation in the discard pile so you can't play them with this plot
