Three positive traits, the traditional icons for the house, a naval enhancement, a war crest, and an amazing ability, and still some people aren't happy with him? Seriously? 5 out of 5.

Funny you say that Skelton, a lot of people think Greyjoy Maesters is already one of the best decks in the format.

How about non-maester, non-choke love

or wouldn't you want Martell love even if some people think Martell KotHH is one of the top decks?
As a gj player at least I am hoping for more playable cards even if someone thinks one gj deck type is the top one currently.

This Victarion is great, but I'm still not liking the fact that GJ like Martell is mostly getting unique characters with same titles (they are the two houses who are severely lacking in different titled uniq characters compared to the 4 core houses.)

Its true. Greyjoy Maesters are a solid deck but everybody knows thats not a PROPER Greyjoy deck....

From the enhancement rules: Cards that require a [navel] attacker or defender in order to trigger its effect can only trigger if a character with a [navel] enhancement is declared by way of its [navel] enhancement.

Does that pertain to Victarion's card ability here? I would think not since its not a triggered effect?

It doesn't apply to Victarion because he doesn't require a naval attacker or defender, he only counts the number of naval characters on each side. (Note that it is characters with naval icons period, not necessarily naval icons on the icon for that challenge. For example, if he goes unopposed on a power challenge the power challenge claim is increased by 1.) Him being a triggered effect has nothing to do with it.
