1) Let's say you don't draw it first turn, do you want this card to be one of your 2 cards drawn second, or even third turn?
2) Win by 4 or more isn't the easiest condition to meet, and if you do meet it, would you rather have your opponent discard 2 cards of their choice or kill a guy of your choice, because personally, I'll take kill a guy 99% of the time.
3) PBtT is a rush deck, in general rush decks shouldn't be winning by 4 or more on the defense as you need to use your characters for the offense.
4) Lannister already has some amazing events, events you don't have to jump through hoops for.
If this and Cersei are in your opening hand, you still need some way of either making Cersei stronger, or having someone go in with her, whilst making sure if they do oppose it that you still have +4 Str over them.
