Would Stannis Baratheon (KotStorm) block this effect (the summer part at least)?

Yes. Agenda's themselves cannot be targeted but their effects can be blocked and that is the case here.
You may be right, but I am still not sure, because I knew about that and what made me wonder was actually the way this agenda is worded. It doesn't say "draw one card at the begining (or end or whatever) of the draw phase", but rather it alters the number of cards you draw during framework action window (thus not affecting the draw cap btw). My counter-argumentation would be, that it's not the card effect that let's you draw cards in this case, it's the framework action, and the card effect only affects the number of cards drawn.
And I know, that effectively you would draw 1 more card, because of the card effect, but sometimes agot rules are not that intuitive (for me at least), so I wanted to make sure.

edit: For example if this card would read something like: "instead of 2 draw 3 cards during the draw phase" then final effect would be the same, but Stannis definetely wouldn't stop it.

@theCrow. The agenda is still a card that is giving you an extra card "draw", so it is a card effect and is negated by this Stannis.

From the FAQ
Cards drawn through an effect that modifies the framework draw (such as the benefit of the Kings of Summer agenda) do count against the cap of 3 additional cards. Cards that reduce the framework draw (such as the penalty on the Kings of Summer agenda) do not allow a player to draw any extra additional cards.
