An interesting card. As I don't know the books, I have no idea why it is Lannister-Targ.
The Response doesn't seem like it would do much for Lannister, although a big army never seems bad.
Combining this with Ser Addam Marbrand (LotR) and The Power Behind the Throne (LotR) seems like it has potential.

Adam Marbrand and any of their card draw effects during the challenge phase, like Tyrion or the events.

maybe with Company of the Cat (THoBaW), but without the kill effect, the only good thing about this card, that its cost can be reduced

These guys with The Brazen Beasts (ARotD), Maegi Crone (BtW), and any challenge-round burn gives you a max card draw and 4 power. A fairly amazing combo i'd say.

First, it gives you one power, Brazen Beast's response is once per phase. Second it gives you max draw if, and only if, you can reduce a character to 0 with your first burn card and a character to 0 with each additional -1. Third, a combo that needs 4 cards and 14 gold should be pretty amazing.

But yes, in a perfect world that would happen and it would be pretty awesome.
