Add in extra crown challenges (or just more challenges in the same phase) and you can swing insane amounts of power.

Ser Eldon Estermont (MotM), Ser Jon Fossoway (MotA) or even Devious Intentions (BoRF).
Not too useful for Noble rush of course, but not a bad card at all.
So since she doesn't specifically say, that she can replace an agenda, she can't and in case you are running one, Shireen would go to your dead pile.
Not a dumb question at all. Save effects are only considered save effects if they actually use the word "save" in the ability. So cards like Risen from the Sea (KotS) are considered "saves" but cards like Retreat (Core) are not.
You could, when playing unique character, you only check your dead pile.
If you have a way of performing multiple Power challenges, can you stack this effect multiple times on the same character?
I wouldn't have thought so. Characters can only claim power for renown once per challenge, thus would only claim the extra power once. The Agenda ability doesn't grant the text to the card, just says gain an additional power when claiming power for renown. That said I'm by no means 100% sure!
The card states "claim an additional power" it doesn't give a cap on how many times it can be activated being that it's a response so therefore i believe that you can trigger it again if you won a power challenge more than once. BTW you can trigger it if you win in defense too.
You wouldn't be able to trigger her ability during that challenge, because she would be in a moribund state, and becomes an agenda after all responses for that challenge have been triggered.
Do note that with the timing of responses, you cannot trigger her ability and have them gain the power in the same challenge. Renown is rewarded as a Framework Action Event. When you get to Step 5 (Responses) you can give a character you control this ability. So the NEXT time you win a challenge with that character, they will get power.
Pit another way, this is a card you have to build a deck around, otherwise the other Shireen is a better utility/claim soak character.
