How would this card work in conjunction with Narrow Escape, were Narrow Escape played in the Challenges Phase? Would you be able to reduce by 1 for each character returned, or only for 1?

I'm pretty sure that even though the event puts all the characters back into play as a single event, you are still able to trigger the response on each character. Even if they enter all at once, each one creates the window of "a character enters play during challenges."

That said, NE also allows you to trigger "come into play" or "put into play" abilites of those characters (just not any "play" or "played" effects).
That's correct. You'd get to respond to each character coming into play. Might be able to do some trickery with Qartheen Rookery (TRS) and Valar Morghulis (Core). Make sure you go third or forth in a melee. When its your turn to do challenges you can do a power first, win by 4 and use the Rookery to switch into Valar. Use Narrow Escape, all your dudes come back but then you kill off all their non uniques. Everyone's characters will be standing, but shouldn't matter since you'll have more characters.

If Illyrio comes into play from Narrow Escape, he will get to trigger his response for himself also I believe.

This NE play would be even better of someone had Threat from the North (PotS) revealed and then you could discard their characters.
Yeah he would trigger off himself as well. And I don't think you need TftN really since Illyrio gives you a kill effect on himself.

Hmm, since TftN is a constant and the other is a response, what would happen at STR = 0? Moribund:discard or Moribund:dead?
Both are actually passive effects. If str = 0 kill and if str = 0 discard. One effect is created by a passive and one created by a response, but both create lasting effects in the form of str reduction until the end of the phase. So they are two conflicting passives and the first player would determine if a character dies or is discarded.

Targ sure is getting burn potential out the wazoo with these last couple chapter packs. I wonder if FFG will remember they let Dothraki become less than par.

Dothraki less than par? Sorry - that's just not true. If you think so, you're playing it wrong. Dothraki are already solid, add Incinerate (VM) to a Dothraki build and now you have even more to deal with problem characters.
Yeah Dothraki are pretty crazy good right now. If you build it right Dothraki can absolutely steam roll someone. A Dothraki deck too 2nd at Days of Ice and Fire.
My apologies to any Dothraki that were offended at my comment. Lol. I didn't realize Dothraki burn was so good.

Haha - Atticus, sorry if my comment came off wrong. I was just incredulous - I could have worded that better. I love playing my Dothraki deck. :-)

Yes. Any character that comes into play during the Challenges phase can trigger his Response.
Does he trigger off of characters coming out during pre-challenge shadows?
Yes, as those are characters entering play during the challenge phase. The shadow part of every phase is still part of it's phase, it just goes before anything else.
