Does anyone have some ideas on this card?
I think its a great control card, many protections, hard to get rid of it.
Not a bad card, worth considering in every Baratheon shadow build. The problem is it usually loses to Sister of Truth (KotStorm) in shadow decks, because of Sister's synergy with The Queen of Thorns (TftRK) (and Asshai trait on top of that). Its cost can't be lowered by typical cost-reducing locations, so it won't be played in non-shadow decks very often either.
I once had a KotHH Baratheon shadows deck. I would have given this guy a chance, had I had 3 (2 at least) copies of Westeros Bleeds (Core) to pair him off with.
I find it hard to use him shadows decks because he doesn't do anything for his 1 gold. Most of the time, shadows decks are built around the shadow cards' abilities and subthemed with the Asshai trait. As such he doesn't tend to make the cut.
Also, why isn't he a smuggler?
I believe it is a matter of overall game balance. It would make smuggler-theme way too powerful.
Well at the moment there is no smuggler theme. We have yet to see how the theme gets dealt with in the next chapter pack to decide whether or not it could be OP or not.
All I'm saying is that if you put an existing trait in a character's title, then you should probably give him that trait.

Well this card is from an old cycle and there has not been a smuggler trait until the Reach of the Kraken chapter pack. Though I will agree having the name should help indicate the trait, see Iron Fleet Captain (CD) and Sea Raiders (KotS) for perfect examples that issue.

Edit: there is 1 smuggler Ser Davos Seaworth (WLL) in the "current" set before the Song of the Sea cycle comes out.
I thought the old Salladhor Saan was a smuggler for some reason, but I see the first smuggler came into being during the A Tale of Champions set.
I think it's nice they have an eye for balance, but this whole trait nonsense is killing the immersion. I mean, they could've at least called the card differently. "Stormlands Raider" would make a lot more sense. Not that it's gamekilling, but it could've been easily avoided.

Saan for that matter should've been a Mercenary. Instead they made one of his versions a Smuggler. Makes little sense to me. I'd rather they make the card design a little more balanced and give the proper traits.
