Props to the artist, too. VERY cool illustration!
1) As an Any Phase ability, you can only trigger this ability as your player action. (see timing chart near the back of the FAQ)
2) All "saves" or "cancels" are labeled as Responses (Most Responses are NOT "saves/cancels" effects)
3) There are very few cards that can "save" from burn, but cards such as as Rhymes with Meek (ARotD) is one.
4) If you used this ability before Threat from the North is revealed you could indeed potentially save that character. However at the end of the phase when the buff wears off they would likely be discarded.
5) If the Targ player takes a player action to put a Flame-Kissed (Core) on your 3 STR character, you have the next opportunity at a player action. This is where you could kneel the Painted Dogs to give that character a boost.
