This card can be used to great effect with Dorne (PotS). Use the location to specify "refugee", put Lost Spearman out for 0 gold, then if an opponent kneels an influence to return him to your hand, put him straight out again, for 0 gold! Keep doing this until either your opponent/opponents run out of influence to kneel, or they give up and allow you to put out a cost 0, strength 3 character with 2 icons.

That's a pretty sweet combo! he is still a beast without it though. One of the best setup cards for Martell.
Can they constantly return him? Or is it only after he comes into play?

Only at the moment when they are played as a result of paying the gold or reducing their cost to zero; once they are on the table and no one does anything the passive will no longer apply. If they are brought into play for any other reason (setup for example) their passive doesn't apply.

Another important note in AGoT is that the words/phrases "play", "put into play" and "comes/enters play" do not mean the exact same things. "Play" is when you marshal a card by paying it's gold cost (or reducing it) during your marshaling. "Put into play" is when a card bypasses it's cost and comes into play. This can happen at any given time. A few examples are Khal Drogo (Core) or Catelyn Stark (LoW). "Comes/enters play" can work for either "play" or "put into play" effects. So cards like Thundering Calvary (QoD) can trigger their ability if you put them into play using the plot Manning the City Walls (CD) or if you simply marshaled (played) them during your marshaling.
