Wait whoa, could you use this during the Epic phase to take control of a player's HoD location?

Why would the immunity to non-plot effects not prevent that in the Epic Phase?

Sorry, I was talking about as a response to winning Battle for the Shield Islands. I didn't think it would, but if you won a challenge during that phase, then used this as a response, could you theoretically take a HoD location on top of any locations you already claimed for winning the Shield Islands event?

Battle for the Shield Islands allows you to take a location as claim for the challenge you won. The simplest way to put it is you can choose a HoD location this way because claim is a game mechanic. Right of Conquest simply allows you to take control of a location for meeting its conditions, which is a non-plot card effect, so HoD locations cannot be taken with this card.
