A surprisingly solid card, Chella is one of the very few location control options for Lannister, but even paying 0 gold to return a 0 cost location to hand can be quite reasonable.

River Row (QoD) or Street of Silk (LotR) are great 0 cost locations to return to oponents hand. If you're feeling a bit frisky you can even return your ownCoin Mint (LotR) or The Iron Cliffs (HtS) once there out of tokens.

Man... I swear, some of the art in this game is just so inappropriate. Whoever created this rendition of Chella is clearly a fantastic artist, but he also clearly isn't very familiar with the universe. This chick is far too attractive to be Chella...

If I win a challenge that only my opponent has Clansman character, could I trigger Chella response?

Yeah, you can trigger it. This can happen sometimes with a Maester and a Copper link, making their character a Clansman, or sometimes in the mirror match.

Can Chella target and return multiple locations in response to winning a a single challenge?

No. You can only use responses once per trigger. The trigger here being winning a challenge.
