I think so. It does say "after" the knelt character stands, and all standing is performed simultaneously

Reliable kneel EVERY round. You can effectively keep a particularly threatening character out of commission for the entire game. The value of this card is just about ANY Lannister build is hard hard to overstate.

Unless another card effect impacts it, it stands in the standing phase just like the rest of the cards, so you can use the ability the following round, and every round (until, if you're playing me, I find a way to kill that evil thing).

Edit: Oh, and just to make sure I addressed your specific question, a location (generally) stays out, yes. It's not like an effect card that is usually played and discarded.

1st Round the Brothel is in play: Beginning of Standing phase, all cards stand. During Responses to this, kneel LB to kneel a character that just stood. (LB is now knelt)

2nd round: Beginning of Standing phase, all cards stand (including LB). During Responses to this, kneel LB to kneel a character that just stood.

Rinse, repeat.
