This card is really a nice one, at first I wasn't sure if I could play it like this, but reading in forums and faq confirms it:
You can save Viserys at any moment when he is going to die, and next turn play it again for 1 gold, it becomes quite good in millitary challenges:
You lose a millitary challenge, you must choose a character to kill
You CAN choose Viserys to be killed and then save him from diying, and then return him to your hand.
Next turn you play him for just one gold and repeat ...

He is almost a 'millitary challenge immunity' card =)

I was thinking why would Viserys Targaryen have this abillity, well, i thought, he's just a perfect coward, running away every time he is going to be killed.. hahaha

Is that means I must have a duplicate of this card before I could return it on hand to avoid "cannot be saved" effect?

If Visery's has a "cannot be saved" effect on him - such as that applied by Sun Stroke (QoD) - then no, you cannot trigger any effect that would "save" him. An effect that is a "save" is considered such if it uses the word "save" in it's effect. So his ability itself is a save effect and discarding dupes are also save effects.
