As expensive as this is, I think it may actually be worth it.
This can easily be played with Feast or Famine Plot Card.

It's easily worth it in a GJ discard deck using Baelor Blacktyde and Plaza of Purification + influence.
Here is a question if you play a second Raiding Fleet could you triger both response's (the one in play currently and the one that just came in play)?
I think it doesen't work this way... If the text were "When you you play a card named Raiding Fleet...", this effect would trigger like you said.
IMHO is referred only to the card itself and if you play a second Raiding Fleet, you discard "only" 8 cards from opponet's deck, but I'm not sure 100%

Sadly no. From the FAQ:

(3.12) Self-Referential Cards
When a card refers to its own name (e.g., the Catelyn Stark (CORE S6) card that reads, "Response: After Catelyn Stark is declared as a defender..."), it is referring to itself only. This response cannot be triggered when an opponent's Catelyn Stark is declared as a defender.

This remains true, even in the case of non-unique cards.
Except the new version of Jaqen H'gar apparently..

Unfortunately not, Boerta, but only because he can't hit armies. :)
Well, also because self-referential abilities don't work on him. It's on the last page of the FAQ.

Edit:Now I read it again. Ok you have to play it not put it into play. *sigh* I was just thinking about making som mill deck again and this just ruined my idea.
Still pretty solid :)

Can you use Manning the City Walls (CD) to trigger the effect of this card? I do think you can but I wanted to be sure. I am putting it into play from my hand so I believe it will work.
