I take it that when the conditions for this passive are met you do not win Dominance by X STR, but rather you just win dominance by no determinable amount?
You win dominance by the difference between your standing STR count and your opponents. It's just that you always win, no matter what that difference is. On the plus side, that means you can still use "after you win dominance by 4 or more total STR"-type responses if you have the greater standing STR. On the weird side, you can technically win dominance by -3 total STR with this card.
