No, the location has to have The North trait on it. Read it as a location or agenda with The North trait, not an agenda with The North trait or a location.
Now if you can give a location The North trait with say Copper Link (GotC), then you could blank any location.

Pretty cool, you could play an agenda the entire game, reach 15 and kneel Mance to win without penalty.
