Am I right in saying that you would use this effect in the marshalling phase and hope for a character or location you could afford? Then rinse/repeat and gamble every now and then for an event?
For the most part. I don't think you would try for an Event unless it meant winning/losing the game. Val's good in decks with plenty of duplicates, because they can be played for free.

I kinda like using her just to mill my deck… maybe that's a stupid idea now and again, but if i'm stuck with nothing else I want/can play, or am looking for a cost reducing location, she can be pretty great.
How does she work with shadows cards? Do you have to put them into shadows? (If you can pay the 2 gold of course.)
Or do you reveal them (due to her ability,) then play like anything else?

1) If you use her ability to play a card as an action during the marshalling phase you still have to pay for it or am I wrong?
2) To use her ability wisely you should know what cards are on top of your deck, I guess. So what combos are worth considering?

A common combo is with The Laughing Storm (GotC) to let you keep the card in your hand, even if you can't or don't want to play it, allowing you to max your draw cap very easily each round.

She's restricted because (I believe) provides an amazing card engine by her self - Allowing you to draw 3 additional cards each round, with the limitation that you have to play them right away. Still very good, especially for 2 gold.

"reveal and draw", the card goes to your hand (but doesn't stay there for a long normally) so TLS works here.
I didn´t expect that "draw" means, that the card goes to your hand, before it is used for an action/response or gets discarded.
So thanks for the info!
The card's text sounds ambiguous. "Play that card as your next response... if able". Doesn't it mean that I may keep in my hand the card drawn that way until I play it as response or play any other response? For instance, the drawn card is an event response card. May I keep it in my hand for any time period as long as I don't play a response?

No, because it says must, you must play it as your very next player action/response. The if able part generally refers to if you have the gold to pay for what you just drew, you must pay for it and play it. Notice that you do not have an opportunity to kneel any reducers in order to pay for the card just drawn. If it is a "response" event, then it either triggers immediately during the current response window or it is discarded before any other chance of a player action is allowed.

Until you reach your draw cap for the round
Given each use is a draw even if you play the card, that is generally 3 times - less if you already have drawn cards or had draw cap lowered, more if you have a higher draw cap (eg A Song of Fire).
Because it's a draw (so goes to hand, technically), does the card played trigger "played from your hand" effects (i.e. new Coldhands)? Seems like that should be the case.
Yes. Just make sure you trigger Val's ability during the Marshalling phase if you want to play any cards you draw that have a gold cost (even if the cost is 0).
