Can that card cancel an effect for all play restrictions? (Challlenges, dominance, marshalling etc.)

It can ONLY cancel responses.

So it can cancel cards like "Lannister Pays its Debt," "Red Vengeance" "Paper Shield" "Die By the Sword." It Cannot cancel any of the "To Be" Events, Any of the Epic Events, etc.

If the "then" part is not satisfied, IE: if it cannot be attached to a martel charachter can you still cancel a response or does both parts need to be satisfied

Yes it cancels a response even if you can not attach it. The then part is the conditional not the cost.

This actually can't cancel Red Vengeance because it has an Influence cost.

Can this card be used to cancel a "Limited Response", such as the character ability of
Castellan of the Rock (BoRF)?

Yes. A limited response is still a response.
If the limited response is cancelled, then does that use up the player's one limited response per round?

Why it can cancel duplicates?
duplicate gives the character a save response ability by discarding the duplicate so it is a response.

Question that came up just now:
Can this cancel the plot "outwit"?
It reads "Response:". Allthough i'm sure that normally a plot can't be canceled.
HCIT can cancel any response without an influence cost. Since Outwit's cost is to kneel a learned crest character, the response can be cancelled with this card.

Can the HCIT cancel the response of using the ability of a Title in a Melee combat? For example, can this event card cancel the redirection of a challenge (Crown Regent title)? As I see it, this is also a response triggered by the player who holds the title, right?

He Calls it Thinking can only cancel Responses.  The redirects from melee titles aren't Responses (as far as I'm aware) so HCiT can't cancel them.  i'm not aware of anything that can.

If my opponent has two dupes, if I use this to cancel him saving his character, can he still use the other dupe to save it?

Yes. Each dupe is considered a different save effect. You can use as many different save effects as necessary to save a single character if previous ones are canceled.

I think the answer is no, but I need to be sure, can this be used to cancel wheels within within wheels? That card is a bane to my sand snake deck
