can a player choose Wharf Rats to fulfill claim during a Military Challenge? And then nothing happens?

No. Characters that can not be killed, can not be selected to be killed.
Might you be able to help me out and show me where it says that?

I'd like to use this card and I can see someone trying to use it that way
LCG FAQ page 10 in definitions and terms (4.3)
A character that cannot be killed/saved/etc. may not be chosen for that effect.

can someone please explain to me how the hell you get rid of this card when someone uses it on you?
Maybe using
Fortified Position (LoW) or Margaery Tyrell (TftRK). Than You just have to kill it:) for example by using House Umber Berserkers (BoRF) or else :)

You could also use Threat from the North (PotS) and some way to lower their strength by 1 more to discard them.

Or blank it using Nightmares etc. Everyone knows that rats with nightmares are easily killed!

Maybe you could tell us what kind of deck you're playing Latarian to make it a bit easier for us to find more specific means of handling this situation that seems to be troubling you :)

I was playing a stark direwolf deck, with heavy draw effects. My brother put a ******* wharf rats on me, made me discard many of my cards. I think I'll put fortified position in my plot pile. That seems to be a really good way of getting rid of it.

@angarde Good call with the house umber berserkers and fortified position. I like that strategy a lot.

I also just though of using valar dohaeris on them. That would work too no?
Yeah, Valar Dohaeris works fine on them. For some other stark options:
Jeyne Poole would stick them with the player who brought them out.
Meera Reed can blank them any turn, then it's pretty easy to kill them.

Theon Greyjoy (PotS) would allow you to discard them for his effect.A Marched To The Wall would work too.
Yes, Meera Reed is a wonderful tool box - you should get a copy or two of her into the deck.

Fortified position is a pretty nice plot too that works against many deck archetypes that might be in your meta, such as Brotherhood. But be careful though, so that isn't hurting your own deck as much or more.

But any option that blanks the rats are great, because it allows you to both get rid of the effect for the phase AND let you use the rats as military claim soak :)
If Wildfire Assault (Core) is played, do the Rats have to be the ones chosen to live?

Nope. "Cannot" is absolute, so when the plot tries to kill the rats it has no effect.
No, as with Wildfire you don't chose to kill all the remaining characters. So you can pick up to the three characters you want to live, and then all other characters who can be killed will be.

I wonder if it could be worth it not to trigger the response just to get a cbk monocon...

It depends if you can handle the discard for every challenge you win...
