How does this react with Manning the City Walls?


How about with Negotiations at the Great Sept?

Negotiations at the Great Sept (TPoL): If you have no other City plots in your used pile
Manning the City Walls (CD): if you have no City plots in your used pile

The importance difference between the two is the word "other" used in NatGS. When you use CoS to copy a previously used City plot, Manning checks for any City plots in your used pile - which MtCW would count itself. NatGS looks for City plots, other than itself. So if there are any other City plots in your used pile besides NatGS, then you cannot copy it's effect.

It does. The scan here and on AGotCards is from an earlier PDF. The physical card says 'when revealed.'

And who does Spiders work with At the Gates?
It doesn't trigger At the Gates, because AtG says "If there are no City plots in your used pile" as opposed to "If there are no *OTHER* City plots...." like Negotiations.
