How this Tywin works with Wharf Rats (CoS)? To whose shadow area it returns? Owner or controller?

I can't find anything about it in the Shadow's rules summary - But, only based on my own experience with card games, I would say that you should go for that the card is put into it's owner's shadows area since it is a hidden zone, making it extremely impractical when it comes to plastic sleeves and such.

Shadows is an out of play area, just like hand, discard, etc. So just like any other card that leaves play it goes back to the appropriate area of the owner of that card.

As with all rules, there are exceptions and Balon Greyjoy (AToT) does create an opportunity to put a card in shadows that you don't own. However, that is only because BG's text expressly says so. In all other cases, like Darksbane and Laxen mention, when a card leaves play it always goes to it's owners out-of-play area.
