Nope, only gold in your gold pool gets taxed away.

i don't understand, can you spend this gold? because it doesnt say so specifically like in tywin's card
No, you cannot spend the gold. It is just used as 'counters,' essentially.

a good 2 gold card, lord, king and a functional ability that makes him stronger the longer he stays on the board no noble crest but i guess that would be overkill
Limit one gold per round or one Marshalling? If an opponent paid 4 gold for a card would Joff get all 4?

This means when you trigger this response, you put a number of gold tokens on him equal to the ammount of gold tokens a player payed to marshal a character. You can only trigger his response once per round. Note that only the number of gold tokens they actually paid with go on him. For example, if a Baratheon player marshaled Melisandre (TK) but first reduced the cost to play her by 2 with Great Hall (Core), you would only put 2 gold on Joff.
