Does that mean, that the difference between the winner's STR and the loser's STR should equal 4 or more, or that means that the total STR of the winner should be 4 or more?

Specifically that your total STR must exceed your opponent's by 4 or more. If it was just the difference you would be able to play Superior Claim after winning a Power Challenge with 1 STR against an opponent with 5 STR by playing True Power (AKitN).

The sum of attacking character's STR must be 4 or more higher than the sum of the defending character's STR. If there is no opposition, defense counts as zero STR. Hope this helps.
