Does this ability allow me to trigger it multiple times? Ie: discard 2 cards for a total of +6 etc.

Yes. Just remember that you discard 1 card at a time creating a full action window.

Now if I had to hazard a guess, you would not be able to use his ability at all if The Laughing Storm is in play? Do I have that right?

If you were the one trying to discard while you controlled a standing TLS, then yes, you can't use Alester's ability.
