When I look at card I allways not only vlaue gameplay, but also hopw much it fits - and this Eddard seems to fit better than the Core version, imo.

If Eddard's strength is reduced to 0, can he still defend, on his own, and eliminate the opponent's claim?

Yes, he can still defend and the claim will still be lowered to 0. However, if he is your only defender and you opponent wins the challenge, it will be considered "unopposed" for all other game purposes (extra power, Greyjoy shenanigans, etc.)
