Does this stop "come into play" passives such as newly made lord?

Constants are not part of the timing chart because as soon as they can be applied to something, they are. Attempting to utilize the NML's passive is no different than attempting to trigger Ser Arys Oakheart (PotS) while this plot is revealed. The character comes into play and is blank, so when you get to Step 4 Passives, there is no text to take effect.
Does the plot "somehow" prevent duplicates from using their saving response?
This came up during our last match but the guy who mentioned it couldn't find a reference/rule.

I don't believe so, that's gained text and not part of their printed text box.
Ah, just found another commentary:

The plot only blanks the PRINTED text boxes. And the duplicate response is not written on the character's text box.

What about an effect like Khal Drogo (Core) or Catelyn Stark (low)?

Since the effect is initiated from an out of play area, will the lasting part of the effect mean they come back to hand or are they stuck in play? Pretty sure it's the former....

When their ability is triggered it creates a lasting effect that blanking them does not stop.

Yes, the entire effect is trigger from out of hand and creates a nested effect in the game that happens at the end of the phase. Also this does not stop Meera's out of the shadows ability.

in case someone reads 1.0 card comments still does this blank crests I can't remember?

(3.9) Icons in the Text Box

Gold modifiers, influence, and initiative modifiers are not called out with an outline, and are therefore a part of a card's text box. Challenge icons and crests are differentiated from the text box of a card by a solid outline, and therefore are not considered a part of that card's textbox.

Guys, I need your clarification about the situation when a character has printed text: "No attachments" and plot "Fortified Position" was played. 
During the round, when "Fortified Position" plot was played, the text "No attachments" is no longer a restriction, so I can attach any attachment to the character (e.g. "Hodor" from the Core Set). 
My question: what should happen with the attachment, after opening a new plot card?
- an attachment should be discarded because current character NOW has printed text "No attachments";
- an attachment should still be in play, and still has its bonus because it had attached earlier, when it was legal;
- an attachment should still be in play, but it doesn't provide its bonus, because of "No attachments".
