How does this work in setup? Is your initiative 2 or lower or not existent and therefore not-relevant?
He will be discarded as your total initiative is lower than 2 until you reveal your first plot card.
Just what I thought. Just wanted to make sure.
Truly? O.o I'd have thought that initiative is non-existent before the first plot card is revealed...

Cards placed during setup are not considered to be "put in play" for purposes of abilities and costs. I am unsure if the field itself is considered a "play" surface yet though, interesting question.
If you placed this in setup, your initiative would be 0 + modifiers, such as Bay of Ice. Whilst they could be placed in setup, the moment the first passive window hits (start of phase), they would be discarded.

So if you can give yourself +3 initiative in setup, they will be fine.
