It works, your opponent would be the only one to discard character.
What if you play this with Valar, and this goes first, and you have Meera out and you discard a different Stark character- can she go into shadows before valar kills her?
If you choose to go first and trigger Marched first to discard a Stark character. Then, yes, it works.
You should check the timing charts in the FAQ. They are a bit unintuitive at first, but you'll get the hang of it.
What we see in the FAQ is that all "When Revealed" effects happen in the order determined by the first player. Then, other passives will resolve (such as Bay of Ice). Following that, Responses can be triggered. This response step is where you can trigger Meera.
Therefore, no matter whether Marched or Valar happens first, if Meera is on the board, she'll be killed by Valar before she can trigger her return to shadows response (barring a save of course).
Alternatively, if Marched does go first, you can pick her to be discarded, so at least she isn't in your dead pile.
