Why is this card so constantly recommended for Stark decks? I mean, even factoring in the character-only reduction, it's 4/2/2. It doesn't seem much different than, say, Siege of Riverrun, or Power of Arms, but I see it recommended much more than those two.
Siege is usually bad now since with 2 claim you usually want to be able to hit that intrigue with Stark to get into more even round with your opponent.
Power of Arms can be good, but unless you have a lot of war crests that 1 gold can be a deal maker (or you are already using 2x Power of Arms). Reduction also helps with the Hungry mobs which are often a 3x in current Stark decks.
Andrew, you're underrating the importance of the one extra gold. It's pretty big. Also, I think you're underrating the drawback on Siege of Riverrun. Not being able to initiate INT challenges is huge. It changes the whole structure of the challenges phase that turn.

As a (almost exclusive) Stark player who was once enamored with Siege of Riverun, I have seen the error of my ways. Too often when I played it, I was itching to use an Intrigue challenge and regretted it. Starks have more Intrigue options now than they are often given credit for.

Also, you've gotta love the "house only" plots. This one gives you access to a 2-claim plot your non-Stark opponent won't have. Want to go heavy aggro? why choose between the ones you've mentioned? Play all three! ;)

No, if it's not active in marshaling phase you won't get reduction.
