Power of Arms can be good, but unless you have a lot of war crests that 1 gold can be a deal maker (or you are already using 2x Power of Arms). Reduction also helps with the Hungry mobs which are often a 3x in current Stark decks.

As a (almost exclusive) Stark player who was once enamored with Siege of Riverun, I have seen the error of my ways. Too often when I played it, I was itching to use an Intrigue challenge and regretted it. Starks have more Intrigue options now than they are often given credit for.
Also, you've gotta love the "house only" plots. This one gives you access to a 2-claim plot your non-Stark opponent won't have. Want to go heavy aggro? why choose between the ones you've mentioned? Play all three!
No, if it's not active in marshaling phase you won't get reduction.
