Am I correct in thinking that there is no response window at the end of the phase, meaning you cannot save a character chosen to die for this effect? Or does the death of the character create a new framework action with its own save/cancel response window?

You cannot save someone for the reason you say.

Quick question, if 2 players flip this plot on the same round, does the effect go through twice?
If a player doesn't win a military does he have to kill 2?

I don't follow. Shouldn't this plot's effect trigger in step 4 of the final framework action of the challenge phase, allowing characters to be saved with a response?

There is no save/cancel or response window at the end of the phase.
I see it now. I was overlooking this line from the FAQ: "No triggered effects can be played after the initiation of the end of the phase."
