If I buff The Hound with +X STR until end of the phase, must he return to the hand at the end of the phase, coz his STR will be reduced to his normal STR?

Generally, expiration of bonuses doesn't count as 'lowering.' See also for Stannis' Northern Cavalry and cycling from Song of Summer in summertime to a different plot.
