I am pleased that this is for House Targaryen now. My personal choice to play with.

But wondering if I am using this Agenda and using the Plot Card "Focused Offence".

Does the Plot Card override the Agenda where you could do the additional Power Challenge??
A card telling you you can not do something overrides something telling you you can. So with Focused Offense (QoD) out you would only be able to declare a single challenge.
I say use some 2 claim plots and try to get your claim up to 3 with Pike Phalanx. If you're playing a fair amount of Dothraki with Blood Crazed Screamer there's potential for 2 claim 3 military and 2 claim 3 power challenges in one round.
Hey what about using Siege of Riverrun as a plot when running this agenda (saying you already did away with initiating Intrigue challenges)? http://www.cardgamed...f-riverrun-kots

It would be a nice way of getting a 2 claim w/o paying any other penalty you weren't already paying, if this is legal.

It is entirely legal.
Excellent. Thanks again.
