You can choose all players to draw and then discard. You hit your draw cap, whilst everyone else has hit theres, but forced to discard cards at random.
Just to be 100% clear - via the new errata, the card IS(?) self explanatory? The pre errata discussion is a nightmare to read and seems completely irrelevant to the current wording of the card.

"Each player draws 3 cards. Each player that drew 3 cards discards 3 random cards from hand.

Each player discards 3 random cards from hand. Each player that discarded 3 cards draws 3 cards."

My Interpretation via 3.3 Errata: Each players ability to draw or discard and then discard or draw is independent from each other players ability to do so.

3.3 Example: Player 1 was only able to discard 2 cards, they can not draw 3 cards and sit at 0. Player 2 though was able to discard 3 cards and draws 3 cards, player 1's ability to do so had no effect on this.

Pre 3.3 rulings and discussion read to me: Player 1 was only able to discard 2 cards, not fulfilling the requirement of the plot. Player 2 was able to discard 3 cards, fulfilling the requirement. Because of player 1 neither were able to draw 3 cards.

Am I understanding this correctly?

Man it'd be nice if some of these ancient discussions were deleted and/or clarified...
