That meaning:
1) That it can discard ANY "non-Chain Attachment" in play? (Character; Location etc.)
2) Or Should I read that the card discards any "Attachment" that it's not a Chain?
I ask this because "Thin Link" is restricted, and the only way I think it could be justified is that if the card is a strong remove All.
But If the only thing it does is to discard Attachments... I don't see why it's restricted.

non Chain Attachment would mean any card that wasn't a Chain Attachment
non-Chain Attachment means any Attachment that isn't a Chain.
It was restricted (along with some other OP Maester tech) because it pretty much stopped people playing attachments full stop.
