Wow simply wow. Card design by World champion so no doubt will be very good. 3for3 bicons with war crest, deadly and no bad treats. Even without ability is strong. But if we add passive ability which protects owner from discard cards from hand we should not be surprised that this card is on restricted list. I don't think that this stopps Bara player form including this card to their builds he so amazing.

his ability protects from Rule by Decree (Core) as well right?

Correct, but rule by decree is mainly meant against the other player, cause if you are looking for a plot of 4/4/1, then i wouldnt play rule by decree. I would replace rule by decree for Threat from the East (QoD), get 2 more initiative and same gold...BUT you have to draw 3 first, cause in order for that plot to work, every player NEEDS to satisfy the 1st part of the plot in order for the plot to take effect, and laughing storm saves on the 2nd part, but cant save on the 1st part...it was a big discussion on the forums about it.

The Laughing Storm works with the plot regardless of which order you draw/discard. If you choose draw first, then both players draw and only the opposing player discards. If you choose discard first, then the opposing player discards and no one draws.

EDIT: Yeah, I just checked the threads on the FFG forums, and they agree that it works how I described.

Incorrect mark. 1 way both players draw 3 and only the other player discard 3. Or only the other player discards 3 and no one draws since the text before "then" never completed successfully.

So does this card work with A Threat from the East to allow you to draw 3 cards and then not discard any?

Correct. Still a great combo for yourself, the errata just prevents you from saying "we're going to discard first, I don't discard any, so nobody draws any afterwards" followed by "OMG you guys are all jerks why are you all ganging up on me" a turn or two later.
