What I love in this card is to ruin opponent plan. Plot deck is one of the best toolkits for player. You can access all those cards and choose whatever you want for next round. That's clear that everyone from us choses the best option. Very strong card especially that we don't have many cards which can influence revelead plot card. This is better than Forgotten Plan as we see what opponent has chosen before we can cancel it. I don't need to say that Thread Of Winter, Blockade etc will miss us.
Could you chose yourself as the target player?
Yes... Perfect for Valar into something else...
I'm pretty sure you can't use this after plots are revealed. (If I remember correctly, there is no action window to do so.)
So the best use is to "double down" on your own plots. Say use
At the Gates (GotC) for the when revealed effect, then Loyalty Money Can Buy (QoD) for defense. Or of course, Valar then something with claim.

Actually I hate using valar in a plot cycle deck. Biggest advantage of plot cycling is card/board position which valar takes away.

In a melee game for example it's awesome first turn to pre-plot citadel law to get "at the gates" which gets you Grand Maester Pycelle. Then on your normal plot flip over a buliding/summoning season along with everyone else
plot cycling is either the most powerful mechanic in the game or really near there, and this is one of the few cards that allow you to use this mechanic
Say my oponent plays this event and targets himself and I have Paper Shield (QoD) in hand (or any other cancel available). Do I get to see which plot he wants to reveal before deciding whether to cancel Citadel Law or not?
No if you cancel it then there is no effect which in this case is revealing new plot

There is a player action window after plots are revealed due to the framework action. So, you can get two 'when revealed' effects in the same phase.

Or, if you like, do it before the regular reveal in that action window and then flip to something else during the framework action.

For example, you might use this to flip to Attack from the Sea to kneel out your opponent's Iron Mines and then reveal Valar during the normal plot action.
Or better yet, reveal Valar first, and then reveal Attack from the Sea so you go into the rest of the round with a 4 gold 1 claim plot instead of a 2 gold 0 claim plot.

I'm slightly uncertain so could someone just clarify for me. If my opponent reveals Valar, can I use this event to force them to reveal a new card before mass murder ensues?
No. Cards with "Any Phase:" or "Phase:" can only be activated during Player Action windows and open a window for responses/passives. They cannot be activated in the middle of windows already opened. Refer to this thread. http://www.cardgamed...ons-check-here/

I see. Because it isn't a save to the 'when revealed' of Valar, or indeed anything else being revealed before it, then it doesn't fit into that response window. That makes sense, I see how this differs from Outwit now. Thank you.
For example, if my opponent plays valar can i play citadel law to reveal power of blood and save my noble characters or do they die anyway?
