Should of had something to do with initiative and maybe even claim if it were crazy enough
I'm not professional, but yeah, I'd only run it over Fealty because of the number of neutral cards I want to run.
Sometimes it's better to have +1 gold instead of -1 discount. F.e. some characters benefit from having gold on them (Red Cloaks) or having gold in general (Tywin). Also Fealty works only on Loyal cards and it requires to kneel your Faction card and thus blocking other abilities that turn.
Two points; don't underestimate the reserve value, which allows you to play draw-heavy decks (decreasing variance, typically) and build for it. You'll find it allows you a little more card advantage, even though it grants benefits to your opponent too. It can enable the use of more non-terminal attachments, too, which might also cause reserve issues. Secondly, Fealty requires a faction kneel and there's some definite competition for it - a particularly good example is Funeral Pyre. Funeral Pyre is a great card, but in KoS it neither costs you your Fealty reduction NOR is it likely to cost you card from your reserve.
It doesn't have to be Neutral cards, non loyal cards have a similar effect on your econ. The other thing you have to consider is the timing and variance you have with Fealty. The underlying issue with Fealty is that a) the number of loyal cards you have in the deck is limited and
you actually have to have them in order to use Fealty. Even if I run a large number of Fealty cards its entirely possible I don't see them and my Fealty is useless. On the other hand the 1 gold I get from Summer can be used for literally anything and there is far less variance involved because it is primarily being controlled by my plot selection.
The faction kneel thing is another good point - there are already plenty of powerful effects which require it and the number is only going to keep increasing.
Either way there is still a huge amount of room for this to grow, because there are currently very few effects which actually trigger off of Summer agendas.
Sure, future cards will change the use of this agenda. I just don't see it at the moment with my decks.
Maybe my decks are strange
The faction kneel is a good point, too. I have to admit that I don't include too many facture kneel cards in my deck because of fealty. In the future this surely will get more important, too.
