It is an interesting one that definitely seems weak, but still something that perhaps has some significant usefulness in a Stark Fealty deck as that becomes a possibility.
As more cheap unique characters become available, the defensive nature of the card becomes somewhat apparent. It is often that I have someone like Bran just sitting around defensively with nothing to do waiting for a cancel, and once Hodor becomes available, or Eddark Stark is in play, or you trigger Robb Stark, the +4 str change is bound to turn the outcome of the battle in your favor. But I still think it is a bad card right now.
Why do I consistently see people referring to it as a +4 bonus? The way I read it, it is a minimum of a plus 4 bonus with a maximum bonus of 2X where X is the number of unique Stark characters you control.
Think of all the "win by 5" reactions. Then think about how much harder they will be to use against Stark when Stark is DEFENDING with cheap unique characters and this support. You have a 10 STR power challenge with The Mander and Street of Sisters showing? And maybe Support of the People and Superior Claim in hand? Well, I defend with Bran and Sansa - for 7 STR. Enjoy your 1 power from my House.
The most important part of this location is that it helps to keep your 4-5 STR characters above dracarys kill, even with Dany out.

Yeah but Dracarys lasts until the end of the phase, so they wouldn't survive long.
I was trying to explain to the poster above me why everyone keeps referring to it as +4 when it's technically +2x Unique Stark
Long enough to win a challenge - that can be crucial.
