Seeing that by the wording of the card the Runner chooses which card to trash, this should by no means be seen as a full 5-stars.

At best, it is a situational card that can slow down a Chaos Theory or Kit deck. At worst, the Corporation will spend 1 credit, 1 click, and any number of cards for the Runner to trash a card that just comes right back into play via Clone Chip, Deja Vu, or Retrieval Run (if the he/she isn't already sitting on an extra copy in their grip).

Against Caissa, Virus, or any deck with Clone Chip, it's just setting yourself back to set the Runner back (maybe) a couple of credits and a click.
I think the 5 star rating is for it's combo potential via JH and AD not just for playing power shutdown by itself. Although I don't think even as a combo starter it's going to be that powerful
With Jackson Howard, yes, this will be a more useful card, but it still feels like there are a few conditions that need to be right for this card to hit its sweet spot. And any card that conditional should probably not be 5 stars.

This card is strong no matter what.

Runner has Faerie/SMC/any other 0 cost card? I trash 0 cards from my R&D. Pop.

Runner has a Datasucker on the table? I trash a single card from R&D. Pop.

Runner has corroder and nothing else of equal or lower cost? I trash 2 cards from R&D. Pop.

Yes, the choice is the runner's. So limit that choice. Don't mill extra in the hope they'll trash theit high-cost card.

Yeah, it's still a strong card even if you're not doing the combo. Just make sure you have a JH out before you do it so you can shuffle those agendas back in. :)

What many people tend to overlook is the fact that PS can destroy Hardware. As HB you may get rid of those pesky E3 Feedback Implants, for example.

It's the Runner's choice of what to trash though. Most runners will have some other cheap install they can afford to toss.

Sure. It depends on the state of the board. However, since this is an Operation, you decide when it happens. Looking for a good opportunity might be the greatest difficulty for playing this card.
